Unless you are logged in as a PEAR developer, most pages (including
the manual) are delivered from a filesystem-based cache using
Cache_Lite. Thus in most requests we do not ask the database for
anything.
The user most likely saw the problem because he issued the first
request after the cache lifetime for package.database.php expired or
the cached version of the page contained the error message already.
