If there would have been an answer, I would have tried to make a patch.
As there are many possible ways to implement this, I won't do it without
getting any opinions on it.
Some ideas: One could sent an email to everybody who commented, or one
could send an email to everybody who commented _and_ checked a new
checkbox (e.g. "I want to get notified about updates on this bug"), or
there could be a new form on which one can "subscribe" the bug (and get
an email, when something changes), or ...
