patch file upload not working

It's one thing right after another. I'm attempting to upload a diff for
the pear Date package to fix a bug. I choose the name "timezone" I
select the patch to upload timezone-1.diff and I click the "none" for
the replaces item.
I click save and get the following
Error: uploaded patch file must be text file (save as e.g. "patch.txt"
or "package.diff")
What the heck am I doing wrong?
