replacing pearweb ENV variables with SERVER

Hi all, While setting up our new CI box and the pearweb test instance on it, I failed to configure the DSN for pearweb. This is because $_ENV is used to determine all settings in include/pear-config.php. We already failed to do so for PEAR_BOX and switched to $_SERVER['PEAR_BOX'] because that allows us to set the variables in apache's configuration file. What I propose is to do the same for every other setting in pear-config.php that uses $_ENV.
