PEAR on Win32

Hi!
I've installed 'Smarty' (http://www.phpinsider.com/php/code/Smarty/) a
template engine,
but run into trouble, I get this errormsg:
Fatal error: Failed opening required 'PEAR.php'
(include_path='d:\wwwroot\php;c:\php\pear') in Config_File.class.php on line
3
I'm running Windows 98 SE with Apache and PHP4.04pl1. The closest to
pear.php I have found is
a file called PEAR.php.in located in c:\php\pear directory.
Isn't PEAR correctly installed? If not, how can I install it?
