As I understand it, yes. Obviously PEAR isn't there yet, and it seems
development of the repository to serve this role is more or less at a
pause. When and if it does become a repository of both PHP classes and C
extensions, it's possible that there would be two coding standards: the
existing CODING_STANDARDS used by PHP itself, and another for the PHP
classes.
In light of how many extensions have been added recently, and the growing
number of them which aren't web-related, I think the time is rapidly
approaching where a repository for them is needed. Presently, extensions
are either included into the main tree, or left to be relatively obscure,
since there's no official list of non-included extensions anywhere. (And
really, once such a repository is in place, what's to stop PHP from
becoming as widespread as Perl?)
