Yes. They need accounts. Period.
The only reason I did not give yet php-doc karma is that they have to
introduce themselves to the php-doc list. However accounts are
required to deal with bugs and peclweb, some of them are committing to
github repos which will be move to git.php.net (was using git before
we had git). Topic closed.
