GNUPG for windows

Hello, Has anybody been able to install gnupg pecl extension on windows? We've tried everything but cannot figure out how to compile the extension. The latest attempt at writing a config.w32 and compiling has resulted in a ton of compiling errors. We've been looking for the past 3 days. There isn't much info online. I and my company would be very grateful for any assistance you can provide in this.
