no lock as in it any concurrent accesses will simply make the last

I see no reason not to accept it in PECL. Also <krakjoe> (IRC's EFnet)
is working on stripped down version of APC for the exact same need,
that could be nice to see if cooperation could be done, and shares a
common public API.
