the pecl command only works for source install. The zips we provide
there are only the DLLs (extension and its dependencies), unzip it in
the extension, add the extension to your php.ini and put the DLLs
where the other PHP libraries DLL are and everything should work fine.
If you use FCGI or Apache, restart the web server as well.
