Hi Hannes,
At this moment, I'm looking for the pecl account for my pecl release. Can I get the
account for this purpose?
Thanks & Regards,
Chris

You'll only need a vcs account if you want to move the sources from
github to git.php.net, or plan on writing documentations and host them
on php.net.
If you still want to use github, then you only need a pecl account (to
create a PECL release).
With that in mind, you still want vcs account?
