Hey Michael,
You need to take the following steps:
1/ Visit http://pecl.php.net/account-request.php and fill
in the form.
Enter your cvs username in the username box.
Leave the "need CVS account" box UN-checked, since you already have one.
2/ Commit/import your extension under pecl/newt
If you have any questions, this is the place to ask them; welcome aboard!
