Feel free to patch pear or fill a feature request at http://pear.php.net/pear.

Keep the users happy by making packages available in distros.
This is really a non issue. I agree that it should be done in pear too
but we do not have the time to look at pear validation code even if it
should not be too hard to implement. But a validation must be present
in pecl to avoid releases without packages.
