timezonedb extension compiled for Windows

Hi all I'm trying to find a compiled version of timezonedb extension for Windows, but I cannot find it. I'm not able to get a build system with the required Visual C. Is there any possibility that timezonedb PECL extension could be compiled for Windows in the official servers?
