There is no PHP 7 download for Windows yet at
http://developer.couchbase.com/documentation/server/current/sdks/php-2.0/download-links.html
So I built my own and included it in my PHP 7.0.6RC1 builds:
https://www.apachelounge.com/viewtopic.php?t=6617
The downloads include php_couchbase.dll v2.2.0beta2 and libcouchbase.dll
v2.5.8_1_g58177b2, both VC14 (TS/NTS, x64/x86).
