It would make sense to hold off on approving php.net accounts until after
the PECL account has been approved (I don't know if this one has).
The PECL account request page [1] does say "If [your PECL account request
is] approved, you will also need to apply for a php.net account...".
Also, the php.net account for PECLers used to be so they could commit to
SVN. The vast majority of them won't be needing SVN karma since they use
GitHub.
