Hi all!
I'd like to propose new extension: a wrapper for libtar.
"libtar is a C library for manipulating POSIX tar files.
It handles adding and extracting files to/from a tar archive."

I'm planning extension's API to be somewhat close to PECL/rar and PECL/zip.
ATM main functionality already works for me.
Any comments/objections/suggestions?
