I have approved the PECL sibaz account just now. I have not added you
as lead/maintainer of PECL/expect yet, because I'd like to have
confirmation from Michael.

It is not strictly necessary to host the code on git.php.net. You could
also move the code to some external repository (for instance, on
Github), and link to that repo on the PECL page (that link can be
configured on the "edit package" page).
