SeasSnowflake is a distributed unique ID generator inspired by Twitter's
Snowflake(
https://blog.twitter.com/engineering/en_us/a/2010/announcing-snowflake).
We use it in production environment very well, and we hope that more
people could use it , So i need to publish SeasSnowflake in pecl.
Thank you everyone!
