Isn't libtar GPL?
If it's BSDish, then it would make a useful PECL extension.
It's probably GPL; the site doesn't bother to tell you the license,
which usually means that the person or people behind it have no real
idea about licensing and ended up going for the GPL because thats the
only one they've heard about </sweeping_statement>.
