If you release the extension under a friendly BSD-ish license
(PHP license preferred) we can host the package in PECL.
We aren't really considering new packages to be bundled in
the core distribution, so PECL is the next best thing; the
end user installs PHP then types "pear install idn" and they
are done.
For more info on PECL see http://pecl.php.net; to get a PECL
account click on the I want to publish my PHP Extension in PECL
link.
Since you already have CVS for your ext, you probably only
need a PECL account (to publish your package on the site);
if you want to move your code to the PHP repository, make
sure you tick the CVS account box.

No need to sign messages to PHP mailing lists; people are
lazy and don't bother to trim replies and we end up drowning
in noise :-)
