Just for informational purposes, it is possible to provide a separate validation scheme for PECL packages that could be auto-distributed with PEAR. Hopefully my recent changes will be fine, as the only failure is on releasing a stable version < 1.0
However, keep this in mind as it might be a partial solution to Sara's and other dev's issues.
