Re: "Insufficient Privileges"

You had yourself listed as "developer" in the package.xml file for your last release, which updated the package details on the server. You need to be a "lead" to upload a release. I've edited the package details for you so that you can now make the release--make sure you're listed as "lead" in your package.xml file in this and future releases. --Wez.
