php_rar.dll was missing the module structure export. I can't see an
obvious reason for this to happen; the right define is being used at
compile time, and the code does have the ZEND_GET_MODULE() macro in
place. However, this is a C++ module and there was a redundant extern
"C" {} around the macro call; I've removed this from CVS and *maybe*
this will magically fix the DLL in the next snapshot builds.
