Building PHP on Win32 with FREE tools?

Hi everyone,
I guess the subject already tells what my problem is. I able to build PHP5 on Win32 with VisualStudio but is there any way to do it with free tools? I'm thinking about MS Visual C++ Developer Tools or things like that. I have read somewhere about VC++ DevTools + Windows Platform SDK and .NET SDK but I have no idea how to compile the bindlib.project that's available at php.net/extra/. Also nmake didn't work after I did buildconf.bat and configure.js.
