I can't seem to find it in the archives (http://news.php.net/php.i18n).
There was however a long discussion about this on the internals
mailinglist, which you seem to have ignored for whatever reason.
I'm sure Stanislav can fill in the details if you don't want to waste
your time in having conversations with the community.
