You need to provide:
- Some sources (does not need to be the 1.0.0 version, but a working
first version)
- License (new BSD or PHP License are the recommended ones)
Then once your package has been accepted, you can request a
pecl.php.net account as well as a CVS account and begin your work in
PECL :)
