htscanner problem

hi,
i run php as CGI and want to work with php_flag. i pasted php_htscanner.dll
from pecl-5.2.6-Win32 to my php's ext, and i enabled it in my php.ini
(extension=htscanner.so).
to use it i must use:
<IfModule mod_php5.c>
php_flag ....
</IfModule>
my problem is that it don't work, i don't have mod_php5.c in my
server.i don't have sources of my apache and don't have mod_php5.so as
a module. i use ms4w-2.3.1
