Hello, 1) the licence is PHP 2) The pdo_4d extension relies on the lib4d_sql, which is also provided under the PHP licence. It is also on the server below, and will be released shortly. 3) the tarballs are available at this address : http://ironman.nexen.net/apache2-default/pdo_4d/ compile the lib4d_sql first then PHP with --with-pdo-4d=lib4d_sql path. Feel free to send me any modification that should be needed to comply with pecl standards. Doc is ready, though in French.
