All references to pecl4win and related DLLs will be removed from the PHP documentation this upcoming Friday. This essentially only refers to the installation section of each documented PECL extension. No alternatives will be documented, because we have no official alternatives.
Also, the following document will be adjusted to say something about this although I'm not yet sure what. Something like "Compile it yourself" although in a wordier fashion. Maybe this will inspire people to work on it.
