You'll need to apply for an SVN account at http://php.net/svn-php.php
and PECL account at http://pecl.php.net/account-request.php

All docs that should be published on php.net are written in DocBook,
see http://wiki.php.net/doc/scratchpad/pecldocs
for some info on howto
generate all the skeletons.
