new PECL extension

Hello, I've written a new PHP extension that I'd like to add to the PECL interface; it provides text-to-speech capabilities, using the Swift TTS engine (which is included with the Cepstral voices) http://cepstral.com/ The extension uses the libswift library included with the voices, which is a closed source library, but is included free with any voice downloaded from the Cepstral system. The extension returns the generated audio as a PHP stream, as RAW, u-law, a-law, WAV (internally as RAW), GSM (if libgsm is available), or MP3 (if libmp3lame is available). The code is almost done- I just have to add some documentation, and some cleanup.
