The wording[1] (sort of) requests people to apply for the pecl account first, and if approved, apply
for svn. This pecl account request was within the queue (but it's approved now) so Hannes is
asking that Jonathan also fill out the SVN account request form. Also, Hannes should be given PECL
admin rights.
I vaguely remember hearing that the pecl account request form contains a bug but forget what/how.
Maybe it's if the associated email already has an account, or is in the queue?
