hi,
you forgot to cc the list (we usually try to keep all discussion public, so
others can see whats going on, and that is archived and found later), so I
just cc'ed now.
if you are interested in the windows development, you should read the
https://wiki.php.net/internals/windows and the
links under that page.
we have a mailing list dedicated to Windows Internals, see
http://www.php.net/mailing-lists.php
I think the best way for you would be to read up the docs, and try to come
up with a few patches (you can attach those at http://bugs.php.net
or send
it directly to the list, but we prefer the first option), and if you get
hang of it, I'm sure that you will get your own account, so you can commit
your changes by yourself.
If you have any question, feel free to send a mail to the appropriate
mailing list, or join our irc channels (#php.pecl on efnet, or if you have
windows specific questions, you can also try #php-dev-win on freenode).
