it is the second.
when the vcs and the pecl account requested the same time then the usual
process is to wait for the vcs account to be approved first, then approve
the pecl account request.
I've approved your pecl account now, and I also created a package
named uri_template(we can't have '-' in the package names it seems) and
assigned you to the lead of that package.
You should be able to log in on pecl.php.net and edit the package
information and upload releases.
If you want to host the sourcecode on the php.net infrastructure, Rasmus
granted you karma, so you should be able to create the
http://svn.php.net/repository/pecl/uri-template
through svn (you have to
sparse check out the pecl directory, and create the uri-template directory
there and then commit using your php.net user+pass),
As you can see, the pecl packages are still hosted on svn, so maybe you
would like to continue using github for your package, which is also an
option.
note to myself: there are still pear packages lingering around in the
peclweb db, and I kept getting a db error when tried to create the package,
as a pear package with the same name existed.
I had to manually delete that from the peclweb db.
