Could we not just remove the edit and set it manually at the top of bugs.php
we may still need it set to 1 and then change the value so we can diff
between different pages to display
somthing like.......
if(isset($edit) && isset($cvs_magic_cookie_var_what_ever_it_is)) {
$edit = 2;
}
