weird bug (story continues) & debug builds (here too) - possibly win32

Hi Stas+Zeev, I´ve just revealed another weird bug, which crashes PHP *sometimes* but easily reproduceable, if it does not crash it slows PHP greatly down. I tried to trace the origin of that bug but it didn´t help me a lot (I think I´ve found the snipplet that makes PHP crash, but like a month or so ago, reducing code will not work). I assume this is a win32 issue again, I noticed no speed difference nor segfaults on linux. Thus I decided to build debug builds and found them crashing on each and every file. Stack dumps included. Perhaps related to url_scanner.c, there were several warnings during the building process. (my sources are about half a day old, was not able to update the php4 tree yet due to these php.net problems). I tried out several other (older && CGI,apachemod) builds too and all are showing this speed decrease, a few are crashing.
