Provide a field that indicates that this bug must be fixed before the specified version of PHP can be released.
right + arbitrary comments, before releasing version x.y.z everyone queries the db and tries to fix bugs with "x.y.z" in its "keyword" field
example:
- andi rumored 4.0.3 will be released anytime soon
- zak finds 5 very important bugs and marks them "-4.0.3"
- discussion reveals that we can live with 2 of them for 4.0.3, but they´re important though, then marked "4.0.3+"
- the remaining 3 are being fixed 1 hour later :) and Stig thinks two of them are candidates for regression tests and marks them "needsregression"
and whatever could be of practical use eg. "needsrepro", "test_win32","test_linux" whatever
