win32 build instructions

I'm reading the win32 build instructions (again, after a year),
and a few things have made me wonder. one of them is:
is cygwin used for anything beyond bison & flex? downloading
10MB to get two utils (250kB unzipped together) looks like a
bit of an overkill.
