win32build.zip contains various .lib and header files, mostly for
extensions. the only one that I think is required to build plain
php.exe is resolv.lib & resolv.h. also, the files are pretty
ancient - two or three years old. shouldn't they be updated, or
even shouldn't it be users' responsibility to get the sources and
build the libraries?
it appears to me that all that is really needed to build PHP on
windows is bindlib_w32.zip, a snapshot, and bison + flex.
that's 12MB of bandwidth saved.
