That sounds like a solid idea. Once we have gotten an idea of how the bugs will be grouped, perhaps we should post a list what bug packages will be available for fixing to the PHP mailing lists and then let people pick up what they will. The message should include what you have said above so that the less experienced coders have an easier time of it. I am sure that there will be orphaned bugs - we will just have to be diligent about finding someone to take care of them.
I suspect some bugs will be fixable by PHP-QA people themselves with some effort at learning the source, rather than finding an existing PHP Developer to fix them.
I am sure that any number of the QA team member will be able to fix bugs - Hartmut, Derick, Joey and other members already fix bugs on a regular basis.
