you need to use --with-apxs2=/path/to/apache2/apxs
there's currently no way to build php as a static module for apache2.
it would be really nice if the --with-apache and --with-apxs flags
detected when someone pointed them at a 2.x installation, and output an
appropriate error message.
the fix for --with-apache should be pretty easy (just look for a
2.x-specific include file like ap_mpm.h). the --with-apxs fix would
probably be similar (using apxs -q INCLUDEDIR to find the include path
to look for ap_mpm.h in).
