Regtests and an apology

Hi All First an apology for all the cvs messages. I went to upload the regtest stuff I had done, and, never having used 'cvs import' before, well, it didn't work out, so then I had to remove a lot of duplicate stuff. Sorry about that. That said, I have put in qaweb/regtests a basic php testing setup, if people want to check it out and see how it works for them. Currently tested it under Linux. Oh, and it needs Perl as well.
