Yes, the file structure is diffrent

If we put sapi's in the same dir as php4ts.dll, PHP becomes self-contained,
ie. no need to copy any dlls to make the base installation work. You only
need to copy dlls if you want to use some of the extensions provided in the
extensions dir.

The java files belong to their sapis and extensions, so they are placed in
the same folder.

Those are compiled in statically, so no need for dlls.
