did you test on your openBSD system?
libiconv and *BSD* does not work well for EUC-JP encodings.
The translit tests always fail on this charset only.
What's more important, is that translit is only tested for EUC-JP charset, so
you cannot conclude whether it's the translit function failing entirely or just
for EUC-JP.
