I've added a couple of scripts to the wiki page here:http://wiki.php.net/qa/whattotest. Both scripts still need a bit of tidying up, both generate 5 (or so) warnings which it is safe to ignore.
The first one (written by Damien Seguy) runs through a PHP source tree and works out which functions have no tests at all.
The second one (a modified version of Damien's) lists all the tests that call a particular function. In some cases when tests call a function they are not actually testing it - for example most tests call var_dump() but that doesn't mean they are designed to test var_dump().
Both of these can be used in conjunction with the gcov data in trying to work out where to add tests.
