new test ftp_fget

Thanks to Zoe for committing my test for ftp_get. Looking at gcov.php.net it looks like it hit a good number of lines adding about 3% to the coverage of the ftp extension. Just for completeness I have written a new test for the ftp_fget function. I don't think this one will touch many more lines since internally ftp_fget and ftp_get are so similar. The test can be downloaded here http://www.fishtrap.co.uk/php_tests/ftp_fget_basic.phpt Nathaniel
