How about we put the testfest on /.?
I have written up something .. not particular good .. especially the title sucks big time, but maybe someone has a great inspiration. i have only little karma on /., Scott said he has pretty good karma so he might post this story in the end:
PHP is encouraging end user participation in development
Currently the PHP project is running the second incarnation of the <a href="http://qa.php.net/testfest.php">TestFest</a>. Instead of being content with the classic role of OSS developers coding and "end users" mostly just contributing with bug reports and feature requests, this event actively encourages people in the community to organize themselves and to submit tests that are reviewed and added to the PHP test suite by core PHP developer who are also actively mentoring and guiding the various User Groups participating in this global event. The result is a <a href="http://marc.info/?l=php-qa&m=124188476326011&w=2">spike</a> in <a href="http://gcov.php.net/">code coverage</a>, solid bug reports and improvements to the documentation. This could be a show case of a bi-directional development model in the OSS world.
