HAVE_OPENSSL was defined in ext/openssl/config.w32, but I see it is not
defined in config0.m4, so this is not sufficient for all platforms.
HAVE_DSA_DEFAULT_METHOD seems a better choice at first sight. Or maybe
something like PHP_OPENSSL.
