Newbie: as an html this works as a php it doesn't

I'm going through a tutorial and here is the start of what I have:
this is on a Win2K system with IIS disabled
Apache/1.3.27 (Win32) PHP/4.2.3
with following added to httpd.conf at the end
LoadModule php4_module c:/php/sapi/php4apache.dll
AddModule mod_php4.c
AddType application/x-httpd-php .php
Other .php tests I have been working on which start out with <? work with no
difficulty
as a .php it displays an empty browser with no errors, if I change the
extension to .html it displays as I think it should. Any ideas?
